Understanding WAPDA vs DISCOs: Who Actually Bills You?
Originally created in 1958, the Water and Power Development Authority (WAPDA) handled power generation, transmission, and retail distribution across Pakistan. However, under the 1997 NEPRA Strategic Plan, the power sector was unbundled into three distinct functional tiers:
1. WAPDA (Generation)
Responsible strictly for hydropower dams (Tarbela, Mangla, Ghazi Barotha, Neelum Jhelum) and water infrastructure.
2. NTDC (Transmission)
Operates 500 kV & 220 kV high-voltage national grid infrastructure transmitting power to city sub-stations.
3. DISCOs (Distribution)
10 regional government power companies + K-Electric delivering 11 kV power to homes, installing meters, and issuing monthly bills.
How to Read Your 14-Digit WAPDA Reference Number
Every DISCO consumer is assigned a unique 14-digit numeric reference number plus one trailing alphabetic sub-division code (e.g., 08 11222 3344550 U). The digits are structured as follows:
- First 2 digits (Batch & Sub-Division Code): Identifies your local circle and sub-division.
- Next 5 digits (Account Number): Identifies your specific feeder and book number.
- Remaining 7 digits (Consumer Number): Your unique meter connection identifier.
National Peak Hours Schedule (2026)
NEPRA enforces standard time-of-use (TOU) peak hours across all WAPDA DISCOs for 3-phase and commercial meters. During peak hours, unit tariff rates are significantly higher:
| Season | Months | Peak Hours Window | Off-Peak Window |
|---|---|---|---|
| Dec to Feb | Winter Peak | 5:00 PM to 9:00 PM | 9:00 PM to 5:00 PM (20 Hours) |
| Mar to May | Spring | 6:00 PM to 10:00 PM | 10:00 PM to 6:00 PM (20 Hours) |
| Jun to Aug | Summer High Peak | 7:00 PM to 11:00 PM | 11:00 PM to 7:00 PM (20 Hours) |
| Sep to Nov | Autumn | 6:00 PM to 10:00 PM | 10:00 PM to 6:00 PM (20 Hours) |
